Sure. The US is probably the only country that charges for incoming calls and txt. However, the US is probably the only country that can be called on mobiles for next to nothing (Calling US mobiles and land lines cost the same). From just about any country, US mobiles can be called/txt for close to free. It's because in the US it's a Receiving Party Pays (RPP) system. On the other hand, it's costs a premium to all mobiles in all the countries that have free incoming calls. It called the Calling Party pays (CPP) system.

I think you miss their point - it's standard practise pretty much everywhere to pay for mobile air time. The US is one of the only countries (or the only?) that charges people to receive a text or phone call though - this is free of charge everywhere else. I find the concept incredibly bizarre!
