Dongguan card terminal appear to be locked down either, just simply doesn't give you a way out as far as I and a friendly manager and a senior cashier can figure out.

I have encountered another Guangdong BoC card terminal at the Decanter St. Regis Shenzhen where even the void button was locked down by a 主管密码 but after spending 30 minutes getting that void done I really wasn't in the mood to try avoiding DCC.
That maybe has connections to how BoC Guangdong does business. After all, it may just be that BoC Guangdong is a crappy rogue bank branch.

The big hotel chains don't wanna be in the customers' way as I fell. If a 500 company spend $100000 in one hotel and they may just push for a complete charge back if there is DCC lost (which can be substantial). Hotels do know this DCC money is not the money they hotels should try to keep.
