Does the terminals you encountered in Beijing/Shanghai/Shijiazhuang have the "汇率查询" "汇率查询连接中" as described in http://www.etveg.com/misc/DCC_China.pdf ? They do not in Guangdong.
Yep, that's when you should hit cancel. I think this is the BoC's way of giving you the choices.

However, for the Dongguan one, I could only say that city is a place with vice... Even the POS machines are bad...

Some of the BoC's terminal (maybe older ones) have option menus, and in there DCC can be turned off (a password maybe only the bankers know is needed to get in).
