Flights do not earn 2X

You will earn an additional 1 point (2 points total) for each dollar of eligible purchases made at restaurants located in the U.S., for hotel stays charged directly with the hotel (timeshares, banquets and events, travel packages and hotel rooms paid for through a travel agent or travel website are excluded), and for car rentals charged directly with select major car rental companies (the current list of select major car rental companies at which you can earn an additional 1 point is available at americanexpress.com/rewards-info).

It's 1.33% everywhere else, because the points are worth $0.0133 each. Ultimate Rewards points are worth $0.0125 when redeemed for paid travel, but when you take into account the Sapphire Preferred 7% annual dividend the redemption value per dollar spent works out to be the same.
