I don't see why one could not decline an op-up if offered the chance. All one would be saying is "Please op- sombody else up instead of me".
The potential issue is that by the time you're told about the "good news", someone else might already have a boarding pass with your seat number on it.
If you don''t want to order a special meal, I'd ask them to put a note on your booking and also mention it at checkin/bag drop.
