Alternatively, ring a service centre and ask them to append a note to the booking saying "Will only accept op-up to CW, not WT+". That should pretty well guarantee no op-up.
OpUps are involuntary, no? And as such I don't think you can decline them as they are ostensibly for operational reasons?
