On a CR7 this morning and no pink tags. Boarding was mess as the F pax had used all the OH bins over EC and many standard or even small carryons would not fit at all.

FA was understandably frustrated (with GA, not pax) and ended up getting a ramper to snag some pink tags for a large number of rollaboards that had to swim back upstream.

During all this, I overheard this from one of the FAs: "The memo said if the bins fill up and the bag is the right size, they'll get a pink tag. If its oversize, then they get a white tag."

Whatever this memo was, there seemed to be some disagreement in interpretation between the FA, GA, and ramp guys.

ETA: It seems that possibly DL ACS/ground crew received a different memo than IFS and/or DL Connection carriers.
