Travel Agents frequently have ability to book a seat without ticketing. My TA does that all the time on SQ. All my bookings (whether ticketed or not), come with a seat assigned (which probably blocks them).
Our corporate rate is flex fare too.
I had a trip for travel in August, and there were literally 10 available seats, all in unpleasant locations. I asked what was wrong with all the other seats, because I can't imagine 388 other passengers had already bought tickets and selected seats 5 months out, and the lady I called said they "were under airport control." So I called Changi, who said that they didn't have access to it until closer to the flight. So I'd try calling the airport at maybe 48 hours out, and of course, OLCI ASAP. Hopefully they will read the note as the 5 star airline they are.
