Whether or not that is happening, I would not make the inference. If there are negotiations going on (and I certainly am not saying I believe that there are), then the SAR effort would be kept up to the same level for any number of reasons, including the case that the hijackers are fakes, that negotiations break down, they find the plane before negotiations finish, etc.
