Recently returned an Avis car in Germany. I don't know if Avis is going as bad as Budget, but I felt strong sympathy for a German-speaking customer who returned his car before me:
The service rep was inspecting his car and started heated discussion about something in front of his vehicle. I could not understand all the German but there was something wrong and the guy got a bill I guess as he was furious. He left, I went to see his car and did not see any scratches!
Then the service rep attended my car in turn and started to point a tiny tiny stripe on top of the car (like a 5cm line drawn by pencil) which was certainly old and barely visible (easily wiped away with something soft). I did not try to speak German with him, I thougt now it is better to pretend not understand a word. Finally he nodded an OK and let it be. I hope I will not see an extra bill in near future on my credit card account.
The inspecting service rep was really mean, nothing wrong with the car
