There isn't really a problem in WIFI, Google and the Chinese Government have a bit of 'history' between them so their policy is not to make it efficient to use - it is quite heavily filtered and if you link to a blocked page it will give you a time out from accessing google at all for a minute or so.
The two main search engines here are Baidu and soso and there is the aim to protect their statuses. Google is not really a 'thing' in China for locals, and it's debatable whether the inefficiency of it is the cause of this.
