As CTNYC wrote, everyone can join USAA for a limited account that includes all the rental programs.

I only got my SSN a few weeks ago but rented in JAN. I just put in something like 8888888 and changed it now to my real SSN but siging up with the "fake" SSN was not a problem at all.
