The OP didn't say if he had and checked bags. If so, and his int'l flight arrived at concourse E, his bags would go to the "E" baggage belts, and he would have no way to get to the exit for local Atlanta peeps (as you say), which is at concourse "F".

You could only leave at concourse "F" if your flight arrives there, you have no bags checked, or your bags are only checked to ATL.
