He's a Filipino passport holder, so he qualifies only for 24-hour TWOV. But at CAN, this means he can now go out of the airport, right? Or will Chinese immigration force him to return to the pre-departure area (or worse, will they have a queue which redirects people back to the pre-departure area without going through immigration)?

CAN is the ONLY airport we've heard about that tries to keep transit passengers air side. But, he really can (no pun intended) leave the airport if he makes his objective clear.
Legally he qualifies under the 24hrs rule; however he should be prepare to transit at the airport only due to present Sina-Pinoy tension especially in Southern China.
