It appears the BA App was running - it just refused to allow a BP to be displayed as the "app" seemed to consider there was no need because it "believed" the flight had departed (even though it had not).

Actually if that had occurred with a printed BP, the OP would not have gained access to the lounge (and in all likelyhood would have had enough time and BA staffing around to reprint the BP).

Is that fair if there is an error on BA's App that won't recreate a BP if the "app" believes the flight has departed even though it hasn't?

It seems it was the last BA flight out of Orly that evening; maybe they too were shut down, or if operating, would not print a BP for the flight in question in any case due to closed check-in/being later then scheduled departure/etc. - of course that's just conjecture on my part.
