Well, it would certainly be a "return-to-gate" situation, which must be coded to something (e.g. mechanical, weather, passenger issue, FA issue, catering, ground crew issue, etc.). As for "on-time" departure, it might count as such, but it certainly won't be an "on-time" arrival (which is the government-reported statistic).
