I suspect that some AC agents simply give out hotel vouchers to avoid having to explain to angry passengers. It's so much easier unless there will be ramification to themselves later. Remember these are passengers who are too cheap to buy travel insurance, On My Way or unlikely to have paied for the tickets with premium credit cards that come with such protection.
Virtually every major airline offers a hotel room to pax delayed while transmitting regardless of cause. However, they generally don't offer it if you live in the city you're departing from, and sometimes offer it if you're beginning your return leg. Not sure what AC does, but that's the case with BA and AF.
