I had a similar problem a few months ago. QR suggested trying a different browser. I was using Firefox and switched to either Chrome or IE. Can't remember which, but it worked.
Just yesterday, again on Firefox, I had problems with my PC account whilst logged in. I was trying to register for an offer. I logged out, then back in on IE, and it accepted the request.
