In theory you are right, but in practice this did not work for me!
I had the issue where I had some damage to a case, but as we were late getting back and had a train to catch then we decided to claim afterwards as I was aware of this information from the website.
However Lufthansa just simply rejected our claim stating that it has to be done at arrival and that I cannot claim afterwards! Even though I done this within 24 hours via the website contact page.
