For whatever reason, BA's carrier surcharges vary depending on the country of the first flight on a ticket. On a LHR-SFO//JFK-LHR ticket, the surcharges for both flights will be based on what BA charges for tickets that originate in the U.K. On two separate redemptions, the surcharges for the JFK-LHR redemption will be based on what BA imposes on tickets originating in the U.S.
