I'm not sure about whether they will do this for other folks; I wouldn't hurt to call.
My experiences for non-PhoenixMiles: I wanted to used UA miles. I called them to see if they could release seats before I booked (since I had to book a certain class to upgrade). The next day they called me to say they released a seat, so I booked it and then upgraded the ticket.
