Citi pays much less than that. You have to keep in mind that Citi helped keep AA as a going concern. Without Citi's help, AA would have likely filed bankruptcy earlier (which should have done anyway).

Citi may pay more for miles going forward now that America West/US Airways has taken control of the airline.
