Since Serve and BB use very similar systems, I will add that one of my PHYSICAL checks bounced from Serve. I usually "bill pay" my daycare twice a month. They are not a registered payee, so server sends them a check. Last week we were notified that the check that I initiated on February 24th. bounced. THe daycare sent me a scan of the bounced check. It was printed by "Wells Fargo." I called everyone (Serve, Wells Fargo, daycare account) and no one seemed to know why the check bounced. Serve opened up a dispute for me and refunded the money. They also game me $25 for the bounce fee.
I hope after enough such incidents, the AMEX operation that oversees BB and Serv would look into the issues seriously - they not only have IT issue in matching Payees tables but also have issues in taking in electronic check images in order to match the accounts from which the checks are written. (the account number on the check is not correctly read / match with correct account, causing NSF bounce - that would be my very layman guess.)
