These are not normal T/S economy fares. They are sold by United as discount business class fares, and are considerably more expensive than a discount economy fare. They show up on .com if you search for "Business/BusinessFirst" fares. They book directly into P. It's just the underlying fare basis that is T or S. A normal T/S economy fare does not book into P under any circumstances. The underlying fare basis for these UP fares is not visible at booking unless you click through to see the fare rules.

Note also that UA currently sells a wide range of UP fares that are based on a variety of economy fares. The V's and W's are more common, but you will also see Q's, H's, etc. These are the first T/S UPs that I've seen.
