If it is possible to take the Suica-NEX for the next day then you could possibly get on at Narita City in the morning when it serves as a commuter express train. The only question if that ticket (starting at Narita airport) will get you through the turnstile. I defer to train experts on that one.
For a dinner in Narita city I recommend Yamato sushi on the ground floor of the building of the Comfort hotel (no affiliation). Right across from Keisei Narita station. They have an English menu as one of the waiters (really friendly guy) worked as a sushi chef in San Diego and he also introduced typical American maki abominations for the tourists. The good stuff is on the regular menu. It's written in hiragana so not too difficult.
I also recommend the Richmond hotel next door. It's a neat little town. I had only been there before in the strip mall outskirts, which is not too exciting. But the town proper is actually quite nice.
