I mean cargo as in everything, bags included. If there were any freight, mail, animals, etc they'd have almost certainly separated that as well, meaning even more weight in the rear.

The only way cargo would be a factor is if it was a late flight with a light load factor, where there were nothing but terminating local bags that they stuck all up front, resulting in a couple thousand lbs up front and nothing in the back. But even that wouldn't be that substantial in my eyes.
