Sure, it broke the rules of that particular fare. So AA was right to deny the change, and it sounds like they consistently did so for some particular changes.

The issue here is that in other scenarios OP made different changes to different fares that were allowed by AA. It doesn't follow that because they denied one request that the next was also not allowed by the fare rules and, even if they did, AA should have simply not allowed the change (which they are clearly capable of doing at least sometimes).

Edited to add: your position would make sense if OP was always attempting to make the same change to the same type of fare. It doesn't seem like that's the case based on the posts so far; if it were, I'd agree that the previous denials might constitute some form of "warning".
