It's interesting that ANA have used Y and E as their PE codes, the other *A carriers with proper PE (NZ and TK) use completely separate booking classes and reserve Y and B for full fare standard Economy.

For ANA this means that *A upgrade awards from standard economy to C are only available on B fares, rather than Y, B for other carriers. Of course on the flip side it does mean you can upgrade from PE to C which you can't do on NZ.

Try calling a decent TA (Flight Centre are pretty good) and ask them about this, they may be able to construct a ticket that meets your needs.
