The FAT-SEA capacity is remaining the same but the 2 northbound flights will now both be in the AM. The 2 southbound will still see one AM and one PM. I haven't played with schedule more to see how the aircraft turn.
Having 2 northbound morning flights only is an interesting change.
But it currently appears to be only a summer change. The current fall schedules appear to return to an AM and a PM northbound.

There is no EAS subsidy for any airline at Fresno. The EMBs operate at FAT due to Skywest's maintenance base at Fresno. They serve the smaller California cities but are still at FAT due to maintenance.

Oh, and at least one point this winter, I saw SEA-FAT on the Alaska "special discount" page for pretty cheap.
In the winter months there is a large drop in bookings at Fresno for all airlines, roughly 30% to 35% lower than in the summer months. Cheap low season fares would not be surprising.
