I think due to regulatories it can't allow large amount of funds on the account arrived from cash sources. Whether an accumulated amount or pace of accumulation.
Bancorp is not such large/respected institution to afford Amex-style 5k/mo cash allowances. Something twice less might be sustainable with them... The rest - shutdowns. Try to understand them. They can't be or at least seen as ML center.
