Would it be safer to just pay the fee, especially if I can't print my boarding pass to SCL before I leave IAH?
Without a fee receipt, you will need to present proof of your onward international connecting travel to UA in order to board. Whether a receipt and itinerary is enough (it should be) or you need an issued BP (I assume it is on a separate reservation), I don't know. It will be subject to the UA policy @ IAH.
I would just present myself for IAH UA checkin early enough that if there's an issue, it can be remedied (i.e., purchasing and printing a receipt at the UC, etc.)
LAN has 48 hour check-in, so you'll know well in advance if you have a BP issue, and if you do, call LAN to find out what might be inhibiting BP printing (as it isn't a flight to/from the USA).
