Lots of people have chimed in already. We have discerned the pattern. It is, as you said: Citi Bus card app approvals "vary wildly".
Some people can only get one, no matter what. Some people can get another only after they close out the first one. Some people need to not only close the first one, but also close the master account number for that card. Some people just get card after card every 3 months or so, with no problem at all.
