Yeah the new upgrade system stinks, but unless you are paid J, I don't think AC or any airline is mandated to fill the J cabin.
Furthermore do they? Does SQ/EK/BA/LH and others fill premium cabins simply because there are empty seats? It's also a devaluation to those whom have paid full fare, and used the appropriate means/tools for upgrading.
