Banco Estado as stated before is Cirrus only. Visa is almost always associated with the Plus system thus the reason for your Visa branded card not working there. If you did have a Cirrus card, the PER WITHDRAW limit is much greater than $200000 pesos.
But regarding limits, the $200000 peso thing is a Chile-side thing and does not restrict you from doing multiple withdraws till you reach YOUR BANK'S DAILY LIMIT.
Lastly, Plus system cards are still Chile-side fee free at the harder to find Banco Security ATMs.
I have lived nearly 14 years in Chile from ATM machines and I currently do so primarily with US issued Cirrus cards with a 0% and 1% exchange fee and no per use fee at the Chile-side fee free Banco Estado ATMs.
