I can't speak for NYC, but I've had many times in Vegas where I've arrived around 10:00 AM and been allowed to check-in (very much in their interest to have me there, vs. "exploring" and dropping money elsewhere). Also, in MSP a year ago I was able to check in prior to 10:00 AM.

Not sure my sample is statistically significant to say those cities are better than others.
