really? like with r1 i think you had to fly as ticketed. i mean there was the occasional change that someone got away with, but the dot email (and subsequent vayama/ke/etc) emails said they'd honour in full with no changes, after first saying "sorry we effed up we're cancelling etc".
I wanted to fly my Round 1 as ticketed, but on a couple of Round 2s (DL/NH RGN-YVR), I was able to make date changes for the return flights. I never involved the DOT in any of my RGN tickets, just CTA in one case. I didn't realize anyone had trouble making changes that complied with the fare rules, and in some cases people got changes that were definitely prohibited by the fare rules (e.g. adding stopovers, skipping the first segment, etc). <shrug>
