(FYI - This clause was not applicable to me as it was an AC at fault delay and when I deplaned the agent met me with my boarding card for the following day and hotel voucher for the Fairmont at YVR)
Technically they do not have to, but my experience is that they do, and an AC agent confirmed that they do offer it for weather delays.
