Percentages can be red herrings, because when you have a country that becomes temporarily cheap, especially in light of neighboring strong currencies, residents of those countries come frequently, skewing the numbers. More often than not, while walking the streets, if someone is hawking services (whether it be for currency exchange, to get me to rent a human's nether regions, eat at a restaurant, or whatever the service / flyer / may be for, the request will come to me in Portuguese more frequently than English.
One Brazilian coming twice a year as opposed to once a year, with the same Norteamericano still coming once a year, skews the numbers dramatically.
My wallet is quite happy when I'm in Argentina these past several trips. Of course, it is thicker than usual, given the value of the largest bill. Of course course, I don't worry about a counterfeit bill so much because the worst case scenario now is that I'm out about 10 bucks.
On the other hand, when I'm in Chile, no hotel tax shows up on the foreigner's bill. On the other other hand, when I'm in Argentina, there's no hotel bill.
