same problem here, no associated card. ivr reported the correct balance when i called in to open a ticket.
update: got a call back from support. they said the issue was related to updates done on mar 1, and everything should be back to normal by tomorrow am. fwiw.
update 2: fixed as well. logged on, created a payee and did a bp
