Pen-Air is not DL award-eligible. It's the common partner-of-a-partner problem. AS miles can be used for Pen-Air flights.
Actually Dutch Harbor is unique in that it's paid for by Alaska Airlines, in essence an actual AS flight. Not a code-share. I did try a random date on Delta.com and it does show a flight. Try searching by schedule if it doesn't show up through price.
It also has to have low/saver award availability of course. But ANC-DUT is only 7.5K using AS miles each way, so make sure it's 7.5K and not 12.5K if looking for seats on Alaska's site.
