I think it makes more sense to pursue preclearance at the major Mexican airports before we waste resources on locations in the middle east. What benefit does preclearance offer a passenger who just got off a 12+ hour flight to the US, other than they save about an hour (which is offset by 2-3 hours that they need to report to the airport earlier)?

It is reasonable that business travelers from Mexico would benefit from being able to get off the plane and go straight to work.
