You are correct on the process.
Do you have checked bags?
Do you have Global Entry?
Where are you sitting in the arriving international flight (near the exists?)?
Do you have mobility issues?
Your original connection was tight and your new connection is below the MCT for a UA-UA International-Domestic connection (75 minutes).
While there is a chance of making a 65 minute connection if your flight arrive early and you have carryon with GE. But the number of alternative flights to SAN is limited and there is certainly risks in this connection.
Because of that you should be able to make flight changes with no change fee.
