Face it, there is money in DOH, AUH, DXB to be spent on any whimsical project such as pre-clearance , and on top of that DOH has a brand new airport.
DOH would make much more sense than AUH too with flights to 7 US destinations already on QR

Money is what matters. There is boat load of oil money in Qatar and they can dangle that carrot to US Customs. In fact, they can say, you don't spend a penny. We will take care of all costs. All you have to do is assign some of your officers to Doha and get started. Which one of the other European airports/cities can say that???
