I think you mixed up two sentences on the website.
"99% of passengers in 5 minutes" is referring to
security and not immigration.
"Non-EEA passengers" part only applies to Fast Track Arrival Immigration. There is no nationality-based restriction for Fast Track security screening.
It recommends EU passengers use the standard EU line.
It actually recommends that EEA passengers use the e-Gates or EU queue for immigration clearance, rather than just the EU queue. If you are holding a chipped passport it may be faster to go through e-Gates. Make you decision after having a quick look at the queue and number of immigration officers in attendance.
