So based on the scripted announcements, what I am seeing is that UA has issued the directive for strict enforcement but GAs don't want to argue with pax (as will inevitably happen) so they are going through the motions but not actually enforcing the policy.

When UA does not see the revenue increase they predict they will do more to force the GA's to enforce.
