Immigration is only offered for non-EU pax as EU processing times are generally quicker than non-EU and a Fast Track benefit is therefore not deemed necessary, particularly with electronic passport machines.
In practice of course, sometimes Fast Track would be nice to have for EU passport holders!
You will generally be turned away from Fast Track immigration if you are an EU passport holder.
