There are a few relatively recent threads on this config anomaly which does happen ex-LGW relatively frequently.
Basically, if the config stays how it is then rows 1-4 will only be used if CW is oversold and the allocation of seats is then generally managed by the airport team within T-24. They don't usually show for self-allocation.
Anecdotally, it's only Golds and higher (and their companions) who get allocated these seats, which get standard CW service in F seats. When this happened to me and my family last year LGW-MCO, there were 2 others in the F cabin, one of whom was also a GGL. Others in CW were not allowed to move forward.
