It is my understanding that PAX can "hold" the seat for a few days (can't remember exactly how many) and during this period, that seat on that fare class will reduce. If that person didn't ticket it, that seat with that fare class will released.... if the price for that fare class has drop, then that seat will now sell for the lesser price.
