Isn't Singapore usually cheapest from PER? It's easy enough and cheap from there to get anywhere in peninsular Malaysia overland, and both SIN and KUL are LCC hubs if you plan in advance and hit a sale. Fares at $60-70 RT to other places in SE Asia aren't unheard of, but it generally has to be in advance and on a sale.
