The Castaway restaurant at Burbank has amazing view of the city at night. You don't have to eat at the restaurant, just head toward the bar and to the door leading to the outside area. Or you could order some bar food and drink and sit outside and enjoy the view. They don't have self park though... so you may have to pay for valet parking.
